Who? According to Worlds Finest, Jackson Chappelle is the name of Bane’s friend from the Batman Beyond episode “The Winning Edge.” I’ve watched that episode several times specifically listening for his name, and I’ve never heard it. Where does it come from? Nobody knows…

Either way, this is a custom that’s been in the works for so long that I barely remember where all of his parts come from. I’m pretty sure it’s a Bane head, torso, and heavily reworked arms, and I think Killer Croc hands, and Legs from a Mattel TNBA Batman. This figure really came together for me when I finally added in his slappers. I drew the veins on in black and then covered the middle with a piece of white vinyl. I tried to get a few of them show accurate but mostly I just put them on where they looked good.
